Create or adjust a circle
This is the operating layout. Persist these fields into `sou_sou_groups`, then spawn cycles and members off the same record.
Operating rules
- Collect before payout unless an organizer explicitly overrides it.
- One payout slot per cycle, with a fixed payout order visible to the whole circle.
- Late or failed contributions should mark the cycle at risk immediately.
- Use Stripe Checkout for card collection and store the resulting payment IDs in Supabase.
- Never trust client-side role claims for access control; enforce it with RLS.
